Understanding Indonesia's University Grading Framework
Indonesia's higher education grading system is governed by the Directorate General of Higher Education (DIKTI) under the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek). Unlike many countries that use a single cumulative average, Indonesian universities maintain two distinct GPA metrics that serve different purposes in academic monitoring and graduation assessment.
The system applies to all accredited universities (perguruan tinggi), public universities (PTN), private universities (PTS), and polytechnics (politeknik), covering approximately 4,500 institutions and 9 million students.
IPS and IPK: The Dual GPA System
IPS, Indeks Prestasi Semester (Semester GPA)
IPS (Indeks Prestasi Semester) is calculated at the end of each semester and reflects academic performance for that semester only. It is computed using the formula:
IPS = Σ (Grade Point × SKS Credit Weight) ÷ Σ (SKS Credits Taken)
For example, a student who takes 20 SKS in a semester and earns grade points totalling 68 has an IPS of 68 ÷ 20 = 3.40.
IPS is used primarily to determine how many SKS (Satuan Kredit Semester, credit units) a student may register for in the following semester. DIKTI guidelines specify:

IPK, Indeks Prestasi Kumulatif (Cumulative GPA)
IPK (Indeks Prestasi Kumulatif) is the cumulative GPA calculated across all semesters completed to date. It follows the same weighted formula but aggregates all courses in the student's entire academic career at the institution.
IPK is the metric used for: - Graduation eligibility (minimum IPK 2.00 for most programs) - Predikat Kelulusan (graduation honours) determination - Graduate school applications - Employment credentials, most Indonesian employers ask for IPK on CVs
The DIKTI 9-Grade Scale
DIKTI Regulation No. 3/2020 (Perdirjen No. 3 Tahun 2020) standardised the grading scale for higher education across Indonesia:

Individual universities may use slightly different mark-to-grade mappings within these bands, but the grade point values (4.00, 3.75, 3.50 etc.) are standardised. Grade E (equivalent to F) means the course must be retaken. Grade D is a passing grade but contributes minimally to IPK.
SKS Credit System
SKS (Satuan Kredit Semester) is Indonesia's credit unit system, roughly equivalent to US semester credit hours. One SKS in a lecture course equals approximately 50 minutes of face-to-face instruction, 60 minutes of structured activities, and 60 minutes of self-study per week for one semester (16 weeks).
Standard degree requirements: - S1 (Bachelor's): 144–160 SKS, 8 semesters standard (4 years) - D3 (Diploma III): 108–120 SKS, 6 semesters (3 years) - D4 / S.Tr (Applied Bachelor's): 144–160 SKS, 8 semesters - S2 (Master's): 36–50 SKS, 4 semesters minimum - S3 (Doctorate): 42–50 SKS, 6 semesters minimum
SKS and Credit Transfer
Indonesia signed on to the ASEAN Credit Transfer System (ACTS) and participates in bilateral credit recognition agreements with several countries. SKS credits can be converted for exchange programs, though the conversion ratio varies (1 ECTS ≈ 1.5–2 SKS).
Predikat Kelulusan, Graduation Honours
Upon graduation, Indonesian universities award one of three Predikat Kelulusan (graduation distinctions) based on the student's final IPK:

Dengan Pujian (literally "with praise") is the Indonesian equivalent of Cum Laude and is printed on the official graduation certificate (ijazah) and academic transcript. However, most universities impose additional conditions for Dengan Pujian:
- Regular study period must not have been exceeded (see masa studi rules below)
- No failed grades in any course throughout the program
- No disciplinary violations recorded
If a student meets the IPK threshold but took longer than the standard masa studi, the Dengan Pujian designation is typically downgraded to Sangat Memuaskan.
Masa Studi, Maximum Study Period
Masa studi (study period) rules cap the maximum time a student may remain enrolled to prevent indefinite enrollment. Under DIKTI guidelines:
- S1 programs: Maximum 14 semesters (7 years), double the standard 8-semester program
- D3 programs: Maximum 10 semesters (5 years)
- S2 programs: Maximum 8 semesters (4 years)
- S3 programs: Maximum 14 semesters (7 years)
Students who exceed masa studi without completing their degree are administratively dropped out (drop out paksa). Many universities enforce intermediate warnings: a letter at the 10th semester, a formal notice at the 12th, and mandatory counselling before the 14th.
The masa studi also affects Dengan Pujian eligibility. Most universities require that the student complete their degree within the normal study period (not the maximum extended period) to qualify for the top predikat.
Academic Leave (Cuti Akademik)
Students may apply for cuti akademik (academic leave) for medical, financial, or personal reasons. Leave periods (typically 1–2 semesters maximum) may or may not count against masa studi, depending on institutional policy and the reason for leave. The Indonesia Satu portal (PDDIKTI) records cuti status and it is visible on the official study record.
For Academic Administrators
Managing the dual IPS/IPK system requires the student management platform to:
- Calculate IPS automatically at semester close and use it to enforce SKS registration limits for the following semester
- Maintain running IPK across all completed semesters, including any retaken courses (whether institutions replace or average repeated course grades varies)
- Track masa studi and issue automated warnings as students approach the maximum semester count
- Apply Predikat Kelulusan logic at graduation processing, checking both the IPK threshold and the masa studi compliance condition
