What is an apostille and when is it needed?

An apostille is an authentication certificate issued by a competent authority confirming that a public document (such as a university transcript or degree certificate) is genuine. Singapore is a signatory to the Hague Apostille Convention. For overseas applications (particularly to countries that require legalised documents) graduates must obtain an apostille from the Ministry of Foreign Affairs (MFA) Singapore. The apostille is affixed to a certified true copy of the transcript, not the sealed original.

How to obtain an MFA apostille in Singapore

Graduates submit a certified true copy of their transcript (certified by the university) to the Ministry of Foreign Affairs Singapore. MFA legalisation can be done in person at the MFA building at Tanglin or online via the MFA e-Apostille service (for digitally issued documents). Processing typically takes 1–3 working days in person or up to 5 working days online. The fee is approximately S$10–S$30 per document. Some countries accept a digital apostille attached to a Parchment e-Transcript without additional MFA processing.

Parchment Network and e-Transcripts

NUS and NTU support electronic transcript delivery via the Parchment Network. Graduates log into the university transcript portal and request an e-Transcript to be sent directly to a recipient institution that is a Parchment member. The e-Transcript is digitally signed and tamper-evident. For overseas graduate schools in the US, Canada, and Australia, Parchment e-Transcripts are generally accepted without additional apostille. Confirm with the receiving institution whether they accept Parchment-delivered documents before paying for a sealed postal copy.

WES Evaluation for US and Canadian Applications

World Education Services (WES) evaluates Singapore transcripts for US and Canadian graduate school and immigration applications. NUS, NTU, and SMU are all recognised in the WES database. Students request a sealed official transcript sent directly from the university to WES. WES converts the 5.0 CAP to a US GPA equivalent on a course-by-course basis. Standard WES processing takes 7 business days after the transcript is received. Students applying to multiple US institutions should request a WES evaluation early in the application cycle.
