NCEA University Entrance Tracking — New Zealand UE Requirements

University Entrance has three simultaneous requirements: NCEA Level 3, 14 credits in each of three approved subjects, and separate literacy and numeracy thresholds. Missing any one component means UE is not awarded. OpenEduCat tracks all seven UE sub-requirements automatically and alerts counsellors to at-risk students before the year closes.

Literacy and Numeracy Standard Sources

UE literacy/numeracy must come from NZQA-specified standards — OpenEduCat knows which ones qualify

UE Reading Literacy
Subject areas: English (multiple standards), Te Reo Maori, Media Studies, Classical Studies
Examples: AS91098 (English 1.2 — 3 credits), AS91478 (English 2.4 — 4 credits)
UE Writing Literacy
Subject areas: English, Te Reo Maori, and other approved literacy subjects
Examples: AS91101 (English 1.5 — 4 credits), AS91481 (English 2.7 — 3 credits)
UE Numeracy
Subject areas: Mathematics (multiple standards), Statistics, Physics, Chemistry
Examples: AS91944 (Math 1.6 — 3 credits), AS91262 (Statistics 2.7 — 4 credits)

Note: NZQA periodically updates the literacy and numeracy standard lists. OpenEduCat is updated to reflect current NZQA requirements — schools do not need to manually maintain which standards qualify.

How UE Tracking Works in OpenEduCat

1

Tag Subjects as UE-Approved in Course Setup

When creating courses in the curriculum, tag each subject as UE-approved (based on the NZQA list). This is a one-time setup. All students enrolled in that subject will have their Level 3 credits in it tracked toward UE subject requirements.

2

Tag Standards as Literacy or Numeracy Sources

Achievement standards from the NZQA literacy and numeracy lists are tagged accordingly. When a student earns credits in these standards, they are automatically counted toward UE literacy (reading or writing) or numeracy totals.

3

UE Dashboard Updates in Real Time

As internal assessment results are entered through the year and external results imported in January, the UE dashboard for every Year 13 student updates automatically. Each of the seven UE sub-requirements shows Met or Outstanding with the credit gap.

4

Counsellors Filter At-Risk Students

The counsellor view shows all Year 13 students ranked by UE risk — those with the largest gaps shown first. Counsellors can see at a glance which students are at risk of missing UE and can prioritise support conversations and course guidance.

Frequently Asked Questions

University Entrance requires three components: (1) NCEA Level 3 certificate — 60 credits at Level 3 or above plus 20 credits at Level 2 or above; (2) Approved subjects — 14 credits at Level 3 in each of three approved subjects (subjects must come from the NZQA-approved subject list for UE); (3) Literacy and numeracy — 10 credits at Level 1 or above in reading (from specified standards) and 10 credits at Level 1 or above in writing (from specified standards), plus 10 credits at Level 1 or above in numeracy (from specified standards). All three components must be met simultaneously for UE to be awarded.
