Gulf University Transcript Format
Gulf academic transcripts are bilingual in Arabic and English, include the institution's NCAAA accreditation number, and list semester GPA alongside cumulative GPA per semester block. Attestation by the Ministry of Education and MOFA is required for international use. OpenEduCat generates fully bilingual, NCAAA-compliant transcripts automatically from computed grade data.

MOFA and Embassy Attestation Process
Four-step authentication chain required to use a Gulf transcript internationally.
University Certification
The Registrar's office issues the official transcript with the university stamp (official seal) and the Registrar's signature. This base document is required before any external attestation.
Ministry of Education Attestation
In Saudi Arabia and the UAE, the transcript must first be attested by the Ministry of Education (MoE) or the Ministry of Higher Education. This step verifies the institution's accreditation status and confirms the authenticity of the document.
Ministry of Foreign Affairs (MOFA) Attestation
MOFA attestation is the final domestic step. The stamp confirms that the document has been officially verified by the government. This is required for any use of the transcript outside the issuing country, including visa applications, graduate admission abroad, and professional licensing.
Embassy / Consulate Legalisation
For use in a specific foreign country, the MOFA-attested transcript is then legalised by the embassy or consulate of that country in the Gulf state. Countries that are signatories to the Apostille Convention may accept an Apostille stamp instead of full legalisation.
Apostille Convention
Saudi Arabia and the UAE are both signatories to the Hague Apostille Convention (Saudi Arabia since 2012, UAE since 2021). For use in other Apostille member countries, a single Apostille stamp replaces the embassy legalisation step.
How OpenEduCat Generates Gulf Transcripts
The Gulf module automates bilingual transcript generation, NCAAA compliance fields, and digital verification support.
Bilingual transcript generation with Arabic RTL
The Gulf module generates a bilingual transcript PDF with Arabic text rendered right-to-left using the lang="ar" attribute. Arabic subject names are stored in the name_arabic field on each course record. When the transcript is generated, both language columns are populated automatically, no manual Arabic text entry at transcript time.
NCAAA accreditation number on every transcript
The institution's NCAAA accreditation number is configured once at the company level in OpenEduCat. It appears automatically on every generated transcript and official document. When institutions renew their accreditation, updating the single configuration field updates all future transcripts immediately.
Semester GPA and cumulative GPA computed automatically
After each semester's grades are published, OpenEduCat computes the semester GPA (IPS equivalent) and updates the cumulative GPA. Both values appear in the correct transcript blocks. Arabic/Islamic courses marked exclude_from_gpa are excluded from both computations, matching the standard Gulf practice.
QR verification for employer and embassy authentication
The secure bridge module adds a QR code with a SHA-256 integrity hash to each transcript. Employers, graduate programmes, and embassy officials scan the QR code to confirm the transcript is authentic and unaltered. This supports digital verification workflows and reduces the need for notarised paper copies for initial screening.
