The Challenge No Policy Has Fully Solved
In 2022, most educational institutions had no AI policy. By 2023, most had a prohibition policy. By 2024, most of those policies had been quietly revised to account for the reality that students were using AI regardless of what the policy said, that detection tools were not reliable enough to enforce prohibition fairly, and that prohibition was cutting students off from tools they would need to use professionally after graduation.
The fundamental challenge is definitional. Where is the line between "AI-assisted" and "AI-generated"? A student who uses AI to outline an essay and then writes every sentence themselves: AI-assisted or AI-generated? A student who uses AI to produce a first draft and then rewrites 70% of it: AI-assisted or AI-generated? A student who uses AI to check grammar and sentence structure on a completed draft: unambiguously AI-assisted. The challenge is that the cases most worth debating, the middle cases, are the hardest to adjudicate.
Three Frameworks for Thinking About AI Integrity
Total prohibition: AI use of any kind for academic work is academic dishonesty. This framework is intellectually simple and practically unenforceable. Detection tools are not reliable enough to identify AI use consistently. Prohibition creates an uneven playing field, sophisticated students who know how to use AI without detection gain an advantage over honest students who follow the rules. Prohibition also cuts students off from tools they will use professionally, and from learning how to use them critically.
Complete openness: All AI use is permitted, disclosed or otherwise. This framework solves the policy problem by eliminating it. It is also, in most educational contexts, educationally indefensible. The goal of writing assignments is to develop student capacity to think, organize, and communicate. If AI produces the writing, the student has not developed that capacity, and they will face consequences later in their education or career when they are expected to perform without AI.
Structured integration: AI use is permitted in specified ways, for specified purposes, with required disclosure. This framework is more complex to design and communicate, but it is the only approach that is simultaneously honest about current reality, fair to students, and educationally coherent. Most institutions that have updated their policies since 2023 are moving toward some version of structured integration.
Policy Design Principles
Define what counts as AI assistance vs. AI generation. The clearest policies distinguish between AI as a research or idea-generation tool (permitted with disclosure), AI as a structural tool for outlines and organization (permitted with disclosure), AI as a writing tool for generating prose (not permitted in most academic contexts), and AI as an editing tool for grammar and style (permitted, with disclosure).
Require disclosure. A disclosure requirement, "any use of AI tools must be noted in a disclosure statement at the end of your submission, specifying which tools were used and for what purposes", has several advantages. It makes students think consciously about their AI use. It creates a record. It shifts the frame from surveillance to transparency. And it is a professional skill in itself: AI disclosure is increasingly required in journalism, publishing, and academic research.
Build assignments that resist AI abuse. The most effective integrity protection is assignment design. Assignments that require personal experience, iterative drafting with evidence of revision, oral defense or presentation components, or highly specific local knowledge are harder for AI to replace. A research paper that asks for a student's personal reflection on a community issue, supported by three interviews conducted by the student, with a video presentation of key findings, cannot be generated by AI without the student doing substantial original work. Assignment design is a more reliable integrity mechanism than detection.
The Problem With Detection Tools
The most common institutional response to AI use has been the deployment of AI detection tools, Turnitin's AI detection, GPTZero, Originality.ai. These tools are useful as initial screening instruments, but their limitations are severe enough that they cannot be used as the primary basis for an integrity violation finding.
Current detection tools report false positive rates of 15–30% in peer-reviewed studies, meaning that for every 100 legitimate student submissions flagged as AI-generated, 15–30 are false accusations. The consequences of a false academic integrity accusation are serious: grade penalties, formal records, and in some cases expulsion. A decision-making process based on a tool with a 15–30% false positive rate cannot meet any reasonable standard of fairness.
Additionally, detection tools are systematically biased against students who write in English as a second language. Research by Stanford and other institutions has found that ESL writing, more formulaic, less stylistically varied, is disproportionately flagged as AI-generated. Institutions that deploy detection tools without accounting for this bias are creating discriminatory enforcement.
The correct use of detection tools is as a screening instrument that informs, not determines, further investigation. A flagged submission should trigger a conversation, an oral defense, a process explanation, a comparison of flagged text to the student's other work, not an immediate integrity violation finding.

For institutions currently operating under prohibition policies or ad hoc guidance, the concrete next steps are:
Update academic integrity policy to explicitly address AI, with clear definitions of permitted and non-permitted uses, disclosure requirements, and how violations will be investigated. The update should be developed with faculty input, policies developed without faculty buy-in are harder to enforce and create institutional inconsistency.
Train staff on the limitations of detection tools, the disclosure review process, and how to conduct oral defenses or process interviews with students suspected of violations. The goal is investigators who can make fair, evidence-based determinations, not investigators who treat detection tool output as conclusive.
Pilot AI-integrated assignments in volunteer faculty courses. These assignments, designed explicitly to incorporate AI tools in specified ways, provide institutional experience with what AI-integrated work looks like, what disclosure looks like, and how the integrity of student learning can be maintained in an AI-accessible environment.
Establish a review cycle for the policy. AI capabilities are changing faster than institutional policy processes. A policy written in 2024 will need revision by 2026. Building in an annual policy review, connected to emerging research on detection reliability, AI capabilities, and educational best practices, is necessary for any AI integrity policy to remain credible.
Academic integrity in the age of AI is not a problem with a permanent solution. It is an ongoing practice of institutional judgment, policy evolution, and educational design. Institutions that approach it that way, with humility about uncertainty and seriousness about student fairness, are better positioned than those seeking the definitive policy or the perfect detection technology that will never exist.
