Fee Management System
Bill, collect, reconcile, and report on every fee — tuition, transport, mess, exam, lab, library — through one platform. Online payment via 25+ gateways across 60+ countries, configurable installments, scholarships, late fees, partial payments, and multi-currency. Used by 5,200+ institutions. Cuts fee-day workload 70%+, eliminates payment reconciliation spreadsheets.
A fee management system is software that handles the billing, collection, reconciliation, and reporting of every fee an institution charges — tuition, transport, hostel, mess, exam, library, lab, late fees, and miscellaneous charges. OpenEduCat's openeducat_fees module supports configurable fee structures, online and offline payment, multi-currency, installments, scholarships, refunds, and full GL-posting integration with openeducat_finance.

Configurable Fee Structure
Per program, per grade, per category (general/scholarship/staff-child), per quarter or per semester — tuition, transport, hostel, mess, exam, library, lab, activity, late fees. Structure configured once; auto-applies to new admissions. Mid-year structure changes (fee revision per board approval) handled with effective-date rules.
Installments & Payment Plans
Configurable installment plans (monthly, quarterly, half-yearly, custom). Auto-debit setup via ACH (US), SEPA (EU), Razorpay e-NACH (India), GoCardless. Partial payments tracked with remaining balance auto-calculated. Late-fee rules per institution policy.
Online Payment via 25+ Gateways
Stripe, PayPal, Razorpay, Paystack, Flutterwave, GoCardless, Authorize.Net, MidTrans, GoPay, OVO, QRIS, Mada (Saudi), UAE Mashreq Pay, NIBSS (Nigeria), MOMO (Africa), UPI (India), and 20+ regional gateways. Multi-currency. Receipts auto-generated and emailed/SMSed. Failed payments retry. PCI-DSS scope minimised — card data never touches institution servers.
Scholarships, Discounts & Waivers
Per-student scholarship application, approval workflow, fee adjustment. Sibling discount, merit scholarship, need-based aid, staff-child discount, government scholarship (post-matric SC/ST in India, similar regimes globally) auto-applied. Audit trail for scholarship approvals.
Refunds & Withdrawal Workflow
When a student withdraws mid-year, refund eligibility per institution policy (typical: 70% if before 30 days, 50% if before 90 days, 0% after) computed automatically. Refund processed to original payment method where possible; paper-cheque generation for offline cases. Audit trail.
Parent Portal & Mobile App
Parents see fee structure, due dates, paid history, current balance, and pay via the parent portal/mobile app — same login as attendance and grades. Auto-reminders before due date via email, SMS, WhatsApp. UPI / QR / one-click pay drops parent payment friction.
GL Posting & Finance Integration
Every fee transaction posts to General Ledger via openeducat_finance integration. Income recognition per accounting policy (cash basis or accrual). Bank reconciliation auto-matches deposits to fee receipts. NACUBO chart-of-accounts pre-configured for US HEIs; equivalent templates for India, UK, GCC, ASEAN.
Reports & Analytics
Daily collection report, aging analysis (30/60/90+ days overdue), category-wise collection, scholarship outflow, refund summary, gateway reconciliation. Per-program, per-grade, per-campus drill-down. Board-ready financial summary monthly.

Fee day chaos at the front desk, paper receipts, parents calling to ask "what's outstanding", and a separate Excel for transport/mess/exam fees that never reconciles with the bank statement.
solutionPage.useCasesOutcomeLabel
Parents pay online via UPI/card/QR; auto-receipt; auto-reminder before due date; bank reconciliation auto-matched; front-desk fee day dies. Typical 800-student school recovers 60+ staff-hours per fee cycle, drops collection time from 6 weeks to 2 weeks.

Banner / PeopleSoft handles tuition but not hostel + mess + library + exam + lab fees, which run on separate spreadsheets; cross-department reconciliation eats the finance team; UGC/AICTE/board reporting needs manual data assembly.
solutionPage.useCasesOutcomeLabel
One platform covers all fee categories with GL posting to finance. Aging analysis, scholarship outflow, refund summary on-demand. UGC AISHE / AICTE NIRF / NAAC financial reports generate in hours.
solutionPage.useCasesChallengeLabel
Each campus collects fees in its local currency via local gateway; group HQ assembles consolidated collection report quarterly via CSV merge; cross-campus scholarship policy is fragmented.
solutionPage.useCasesOutcomeLabel
Group-tenant: each campus operates in local currency; group HQ sees consolidated collection (with FX conversion to base currency) live. Group scholarship policy enforced; campus-level discretion for local discounts retained.
solutionPage.useCasesChallengeLabel
Parents in 30-50 countries paying in local currency; FX, wire transfer, and gateway-specific gotchas; fee for international curriculum (IB, IGCSE, AP) plus boarding plus transport plus extracurriculars.
solutionPage.useCasesOutcomeLabel
Multi-currency billing, gateway routing per parent country, wire transfer reference auto-generated. Boarding + tuition + extracurricular consolidated on one parent statement. Used by 600+ international schools and 250+ boarding institutions.

How does this compare to using Stripe/Razorpay directly?
Stripe or Razorpay can collect a payment, but they cannot generate the fee structure, apply scholarships, compute late fees, send reminders, track partial payments, post to GL, or generate aging reports tied to the student record. According to a 2023 NACUBO survey, 78% of US HEIs use a fee management system layered on payment gateways. OpenEduCat is that management layer — Stripe/Razorpay (or any of 25+ gateways) handle the card transaction; openeducat_fees handles everything else.
What about cash and offline payments?
Yes. Front-desk cash collection logged via the cashier role; receipt printed/emailed instantly. Bank transfer with reference number tracked; auto-reconciled when bank statement imports. Demand-draft / cheque tracked with bounce handling. Many Indian institutions still see 30-40% offline collection — fully supported alongside online.
How does scholarship and discount approval workflow work?
Parent or student submits scholarship application via portal (or admin uploads bulk). Configurable approval chain (e.g., scholarship committee → principal → trust board, or single-step approval for sibling discount). Approved scholarship auto-adjusts the fee structure for the academic year; audit log tracks who approved when and on what basis. Government scholarship (e.g., India post-matric SC/ST) workflow integrates with state portals where supported.
Can it handle late fees and overdue tracking?
Yes. Configurable late-fee rules per institution policy: typical "INR 50/day after 7-day grace period, capped at INR 1,500" or "USD 25 flat after 15-day grace period, recurring monthly". Auto-applied on overdue balance. Parent visibility via portal. Optional restriction policies (block library/exam-hall-ticket if fees overdue > X days) per institution policy. Aging analysis (current / 30 / 60 / 90+ days) generated live.
How does multi-currency work for international schools?
Fees billed in the parent's currency (institution-configured per program or per parent country). FX rate refreshed daily from configurable source (institution bank, fixerio, exchangerate-host, etc.). Payment gateway routing per parent country — Stripe for Western Europe, Razorpay for India, Paystack for Africa, MidTrans for Indonesia. Bank settlement in institution base currency. GL posting in base currency with FX gain/loss tracked.
Is it PCI-DSS compliant?
PCI-DSS scope is minimised because card data never touches OpenEduCat or institution servers. All card-on-file and one-time card payments process via PCI-DSS-Level-1-certified gateway (Stripe, Razorpay, etc.); only a tokenised reference is stored. For institutions requiring formal compliance attestation, Enterprise Edition hosted on SOC 2 Type II infrastructure available. Self-host deployments retain PCI-DSS-SAQ-A scope (the simplest tier) by relying on gateway-hosted card-input.
Can parents pay across multiple children in one transaction?
Yes. Parent portal aggregates all children's outstanding fees; parent selects which to pay (full, partial, by child) and pays once. Receipt covers all selected fees with per-child breakdown. Sibling-discount logic applied automatically. Saves time vs separate logins per child.
What about refunds when a student withdraws?
Withdrawal refund policy configured per institution (typical: 70-80% refund if withdrawn before 30 days into term, sliding scale thereafter, 0% after a cutoff date). Refund computation automatic on withdrawal workflow. Refund processed to original payment method where gateway supports refunds (Stripe, Razorpay, PayPal, etc.), or paper cheque otherwise. Audit trail preserved for regulator inspection.
