LMS for Vocational & TVET Training — Competency, Apprenticeship & Employer Sign-Off

A learning management system built for trade schools, polytechnics, ITIs, and TVET providers — NVQ/NSQF/EQF competency frameworks, apprentice logbooks signed by site supervisors, employer-portal sign-off, and assessment workflows that map to trade qualification standards. LGPLv3 Community Edition.

A vocational LMS delivers competency-based training and apprenticeship records for technical and vocational education and training (TVET) providers, polytechnics, ITIs, and trade schools. OpenEduCat's vocational LMS modules support NVQ, NSQF, EQF, and equivalent national qualification frameworks; apprentice logbooks with employer sign-off; observation-based assessment; and integration with examining bodies for certification submission.

NVQ / NSQF / EQF Competency Tracking

Map qualifications to UK NVQ levels 1-7, India NSQF levels 1-10, EU EQF levels 1-8, Australia AQF, and equivalent frameworks. Each competency tracks evidence — direct observation, written assessment, work product, witness testimony — with auditable trails for awarding bodies.

Apprentice Logbook with Employer Sign-Off

Apprentices log on-the-job hours, tasks, and competencies via mobile. Site supervisors sign off in the same app — photo verification, GPS-tagged timestamp, digital signature. UNESCO data shows 23% of vocational learners globally are in formal apprenticeship; the logbook is the evidence backbone.

Employer Portal — Skills Coordinator View

Skills coordinators and HR managers at employer organizations get a dedicated portal: their apprentices' progress, pending sign-offs, mandatory health-and-safety courses, and certification renewals. Replaces 3-4 separate spreadsheets per employer.

Trade-Specific Assessment Workflows

Welding, electrical, plumbing, hospitality, beauty, automotive, and ICT trades each ship pre-configured assessment templates aligned with national awarding bodies (City & Guilds, Pearson BTEC, NCVER, NSDC sector skill councils, Worldskills competition standards). Assessors customize without custom code.

Examining Body Integration

Submit candidate registrations, unit completions, and certification claims directly to City & Guilds, Pearson, NSDC SSC, NCVER, and other awarding bodies via established API or batch-file protocols. Eliminates the manual end-of-cohort submission spreadsheet that vocational providers know too well.

RPL & Prior-Learning Recognition

Recognition of Prior Learning (RPL) workflow lets experienced workers map existing skills to NVQ/NSQF units without redundant training. Evidence portfolio, assessor verification, and RPL-credit grant flow through the same system as new-learner training.

Polytechnics & ITIs (India NSQF)

solutionPage.useCasesChallengeLabel

NSDC sector skill councils mandate NSQF alignment, NCVT/SCVT exams need candidate data submitted in specific formats, and apprentice logbooks live on paper that gets lost between site visits. Trainees fail certification because evidence vanished, not because they lack skill.

solutionPage.useCasesOutcomeLabel

NSQF-aligned competency mapping out of the box, apprentice logbook on mobile with site-supervisor digital sign-off, and direct submission to NCVT/SCVT via API. Certification pass rates rise 8-15% from evidence quality alone.

UK Apprenticeship Providers

solutionPage.useCasesChallengeLabel

IfATE standards require 20% off-the-job training evidence, end-point assessment readiness data, and ESFA monthly ILR submissions. Provider tracks all of it in 4 separate Excel sheets per cohort, and Ofsted inspections trigger weeks of evidence reconstruction.

solutionPage.useCasesOutcomeLabel

Off-the-job hours auto-track from logbook entries, EPA-readiness dashboards roll up per apprentice, and ILR data exports in ESFA format monthly. Ofsted "good" or "outstanding" judgments correlate strongly with evidence quality, which improves automatically.

Workforce Development & Reskilling Programs

solutionPage.useCasesChallengeLabel

Public-funded reskilling programs (US WIOA, EU ESF, India PMKVY) demand outcome reporting — completion rates, employment placement, wage gain — that takes months of post-program survey work. Funders question programs whose data lags six months.

solutionPage.useCasesOutcomeLabel

Completion, placement, and wage-gain data feed in real time from learner records and employer-portal placement confirmations. Funder reports generate quarterly with no manual survey campaign. Refunding decisions hinge on faster, defensible data.

How does the apprentice logbook work in the field with patchy connectivity?

The mobile logbook caches entries when Wi-Fi or mobile data drops and syncs when back online. Apprentices on construction sites, in remote workshops, or in offshore environments record hours and competencies offline; the entry queues and uploads when connectivity returns. Site supervisors sign off on the same offline-capable app. GPS coordinates and timestamps capture at entry creation, not at sync — so the audit trail is preserved even with hours of offline operation.

Does it integrate with City & Guilds, Pearson BTEC, or NSDC sector skill councils?

Yes. City & Guilds Walled Garden API, Pearson BTEC LearnerForward, NCFE submission templates, and NSDC sector skill council (SSC) APIs are pre-configured for candidate registration, unit completion, and certification claim submission. NCVER (Australia AVETMISS) and TGA reporting export in mandated formats. Adding a new awarding body is typically a configuration task, not custom code.

Can it handle Recognition of Prior Learning (RPL) workflows?

Yes. Experienced workers seeking certification through RPL submit an evidence portfolio (work samples, witness testimony, employer references, video evidence), an assessor reviews and maps evidence to NVQ/NSQF units, and the RPL-credit grant flows into the certification claim. The audit trail satisfies awarding-body standards for RPL evidence quality. India's PMKVY RPL component, UK NVQ RPL routes, and EU validation of non-formal/informal learning (VNIL) all work through the same workflow.

How does the employer portal work for apprenticeship coordinators?

Skills coordinators at employer organizations get a role-based login: their apprentices only, with progress dashboards, pending sign-offs, mandatory compliance courses (health and safety, safeguarding, GDPR), and certification renewals. Multi-employer apprentices (where an apprentice rotates between employers) appear in each employer's portal for the relevant placement period only. Coordinators sign off competencies, raise concerns, and download progress reports without needing access to the full LMS.
